Zhang Moumou Extradited from Thailand to China!

The increasing popularity of digital currencies around the world brings with it the risk of economic crimes in this area. In this context, the Chinese government announced that Zhang Moumou, the leader of a large crypto pyramid scheme who was extradited from Thailand to China, was captured as a result of an international pursuit.

Zhang’s extradition to China on August 20 represents a significant development in the fight against economic crimes and underscores the effectiveness of the China-Thailand extradition agreement.

MBI Group, led by Zhang Moumou, had been operating a complex online pyramid scheme since 2012. This organization had defrauded thousands of people by offering virtual digital currencies and promising high returns.

Participants were asked to pay between 700 and 245,000 yuan ($98 to $34,316) to join the platform. Earnings were determined depending on the attraction of new members and the amount of funds deposited.

This fraud scheme affected more than 10 million people, raising a total of more than 100 billion yuan ($14 billion). This reveals how large and complex the scheme is.

Zhang had been on the run since 2020 and had become one of China’s most wanted economic crime suspects due to his leadership of the MBI Group. Chongqing Municipal Domestic Security Bureau filed a case against Zhang in November 2020.

In March 2021, Interpol China National Center issued a red notice for Zhang’s capture. The Thai police’s capture of Zhang on July 21, 2022 was a great success, but the extradition process for Zhang was quite complicated.

China’s application for Zhang’s extradition was made in accordance with the 1999 bilateral extradition agreement between China and Thailand. The Thai Court of Appeals issued a final decision in favor of Zhang’s extradition on May 21, 2024.

The Thai government approved this decision on August 14, and Zhang’s return to China took place within a few days. This process was achieved through the coordinated work of China’s Ministry of Public Security, the Chinese Embassy in Thailand and law enforcement agencies in Thailand. This cooperation was part of a comprehensive international effort under China’s “Operation Fox Hunting.”

Despite China’s ban on cryptocurrencies, the public is still vulnerable to crypto investment scams. In 2021, China comprehensively banned Bitcoin and other cryptocurrencies, halting all crypto transactions.

The aim of this ban was to reduce the negative effects of digital currencies on the economic system and combat crypto investment scams. However, cryptocurrencies are still considered virtual property and therefore provide some legal protections to investors.

The extradition of Zhang Moumou provides a successful example of international cooperation and coordination between law enforcement agencies. Such incidents show how important the fight against economic crimes is internationally and the need to take effective measures against frauds related to digital currencies.
