With the law that will enter into force in 2026, crypto assets gained legal recognition, artificial intelligence and incentives for semiconductors are coming

On June 14, 2025, the Vietnam National Assembly adopted a historical law, including digital assets and new generation technologies in the country. This law, known as the Digital Technology Industry Law, not only puts the crypto on the legal ground; It also aims to turn Vietnam into a regional technology base by bringing strong incentives to artificial intelligence, semiconductor production and digital infrastructure.

The law will enter into force on 1 January 2026.

💰 Crypto is no longer legal: two separate categories, net definitions

The new law divides digital assets into two basic categories:

Virtual Assets)

Crypto Assets (Crypto Assets)

Both categories are based on encryption or digital technologies. However, the law excludes securities, digital reputable currencies (CBDC) and other financial instruments.

Crypto beings now have a legal status that is clearly defined in Vietnam and under state control.

Vietnam has been on the gray list of FATF since 2023. For this reason, the law includes money laundering prevention (AML) and cyber security measures.

Prohibition of unlicensed stock market and wallet providers

Compliance with international AML protocols

The law envisions the preparation of the regulatory framework that will increase the control of the state in these areas.

🧠 Great incentives for artificial intelligence and chip technologies

The law not only covers the crypto, but also aims to fundamentally transform Vietnam’s digital transformation goals:

Tax exemption to firms that develop artificial intelligence

Infrastructure support and land allocation to companies that design semiconductor (chip)

State subsidies for R & D investments

Long -term incentive packages for companies that establish AI data centers

Regional administrations were assigned to work for labor, creating training programs and increasing digital technology literacy.

The Vietnam government: “This law is the first independent law dedicated to the digital technology industry.”

While the new law legalizes the crypto, it also contains serious measures against fraud.

🔍 Some remarkable cases in recent years:

Bitminer fraud (February 2025):

With the fake mining platform, more than 200 people were defrauded 4 billion Vietnam Donsu (~ ~ 157,300 dollars).

Million Smiles Scandal (December 2024):

With the so -called crypto named Quantum Financial System (QFS), 400 people and 100 companies lost a total of 30 billion Dong (~ ~ 1.17 million dollars). The company deceived investors with mystical advertisements with the theme of “Atsal Treasury”.

The new law promises a system that will control such structures more strictly.
