Energy Saving Move from Russia to Crypto Sector

Russia plans to limit crypto mining activities in 13 regions in order to save energy and reduce the load on the electricity grid.

These restrictions could lead to serious consequences for the industry, especially affecting major crypto mining centers such as Irkutsk.

Russian Deputy Prime Minister Alexander Novak convened a government commission meeting on November 19 to discuss the development of the electric power sector. At the meeting, a proposal to limit mining activities in regions experiencing difficulties in energy supply was brought to the agenda. This proposal aims to prevent electricity shortages during periods of high energy demand.

The Russian government is considering imposing restrictions in key crypto mining regions of Siberia, such as Irkutsk. These regions also include hydroelectric production centers such as parts of the Republic of Buryatia, Zabaykalsky Krai and Bratsk. The restrictions will apply annually during the autumn-winter heating seasons until 2031.

The plan can also be implemented in the occupied Ukrainian regions of Donetsk, Luhansk, Zaporizhzhia and Kherson. Similar restrictions are on the agenda in regions such as the Republic of Dagestan, Ingushetia, Chechen Republic, Kabardino-Balkaria and Karachay-Circassian Republic in the south.

Regions such as Irkutsk are attractive locations for crypto miners due to low electricity costs and cold climate conditions. For example, the hydroelectric power plant in Bratsk is one of the largest hydroelectric production centers in Russia with a production capacity of 4,500 megawatts.

However, the government is considering limiting activities in such advantageous regions to save energy.

These restrictions could directly impact large-scale mining companies. For example, industry-leading companies like BitRiver rely heavily on Irkutsk’s cheap electricity for their operations. BitRiver data center, established in the city of Bratsk in 2019, is one of the company’s largest facilities.

Russian President Vladimir Putin signed a series of laws regarding crypto mining in August and October 2024. Although these laws aim to regulate the sector, many people criticize them due to legal uncertainties.

The new regulations ban foreign investors from mining in the country and allow activities to be halted in areas sensitive to energy supply.

Russia has been pursuing efforts to regulate crypto mining for years. However, these initiatives were repeatedly delayed due to lack of legal clarity and industry criticism.

If these restrictions come into effect, they could have significant impacts on the crypto mining industry both locally and internationally.

If the planned restrictions come into force, the crypto mining industry in Russia could undergo a significant transformation. Especially companies operating in energy-advantageous regions such as Irkutsk may be greatly affected by these regulations.

While implementing restrictions may save energy, they may complicate the activities of investors and miners in the sector.
